Education for English Language Learners
Panama-Buena Vista Union School District offers education opportunities for students who are English language learners that are compliant with all Federal and State Department Education codes. By law, the District must identify students who are limited English proficient (LEP) and provide them with English language instruction until they can be redesignated fluent English proficient (R-FEP). Students must meet proficiency requirements in oral fluency, reading, and written language, as appropriate for their grade level, to be redesignated. The emphasis is English language acquisition, and all classroom instruction will be in English.

The California English Language Development Test (CELDT) is administered to all students that indicate a language other than English on the Home Language Survey.  The CELDT test is mandatory, therefore parents cannot "opt out" of test participation.  Please be extremely careful when completing the Home Language Survey so that what is written on that form accurately reflects the student's primary language.  

Parent notification is required to participate in any of the programs for which a district English language learner may qualify.

Parents/guardians may also apply for a parental waiver of English language instruction requirements. The alternative program for English Language Acquistion is where much of the instruction, textbooks, and teaching materials are in the child's primary language.  If 20 or more parents in a single grade level at the same school request the alternative program, the school is required to provide this program.

To obtain a waiver, the parent must visit the school. The principal will provide the waiver, follow the legal requirements, and assist the parent in completing the forms. All parental waivers must be acted upon within the legally mandated timelines. If the waiver is denied, the parent shall be informed in writing of the reason for denial, and procedures that exist to appeal the decision to the governing board.
