School Board Vacancies

The Panama-Buena Vista Union School is pleased to announce the appointment of Chad Blain to our Board of Trustees, effective October 28, 2025.

At last night’s Special Board Meeting, the board made a provisional appointment of Chad Blain to serve as a trustee for the vacancy in Area 4 until the next regularly scheduled general election in November 2026.

Mr. Blain brings valuable experience as an established educational administrator, and we are confident that he will uphold the integrity of our district with purpose alongside our four established Board members.

NOTICE OF VACANCY AND PROVISIONAL APPOINTMENT TO THE GOVERNING BOARD OF THE PANAMA-BUENA VISTS UNION DISTRICT

NOTICE IS HEREBY GIVEN that a vacancy has occurred on the Governing Board of the Panama-Buena Vista Union School District Trustee Area 4 and that pursuant to Education Code section 5091, the Governing Board, at a board meeting on October 28, 2025, announced the provisional appointment of Christopher Chad Blain to serve on the Governing Board, replacing Tiffany King, who resigned from the Governing Board effective September 10, 2025. This appointee may begin serving immediately upon appointment or as soon as a resignation with a deferred effective date take effect, whichever is later. Unless an election is ordered as explained below, the appointment will run until the next regularly scheduled district governing board election, whereupon an election shall be held to fill the vacancy for the remainder of the unexpired term. The registered voters of the District may, within thirty (30) days after the appointment, petition for the conduct of a special election to fill the vacancy. A petition shall be deemed to bear a sufficient number of signatures if signed by at least the number of registered voters of the relevant Trustee Area of the District equal to 1 ½ percent of the number of registered voters of the District at the time of the last regular election for governing board members, or 25 registered voters, whichever is greater. Such a petition shall be submitted to the County Superintendent of Schools Office, no later than 5:00 p.m. on the 30th day after the date of the appointment. For details concerning a petition, consult Education Code section 5091. If such a petition is not submitted, Christopher Chad Blain will serve as a board member until the next regular governing board election. If a petition is submitted and certified, the provisional appointment will be terminated and a special election will be held, within 120 days of the certification, to select a board member for the remainder of the unexpired term.
