Section 504 Plan
What is a Section 504 Plan?
Section 504 of the Rehabilitation Act of 1973 is a federal civil rights law that prohibits discrimination against individuals with disabilities in programs and activities that receive federal financial assistance, including public schools.
In an educational setting, Section 504 ensures that eligible students with disabilities receive accommodations that provide equitable access to the general education curriculum, classroom instruction, and school-sponsored activities. These accommodations are not based on parental or physician requests alone, but are determined through a team process that considers whether a student’s physical or mental impairment substantially limits one or more major life activities.
Examples of accommodations may include extended time on tests or access to materials in alternative formats. The goal of a 504 Plan is not to give an unfair advantage, but to remove barriers so that students can participate and succeed alongside their peers.

How are students identified as being eligible for Section 504 Accommodations?
A Section 504 Team (including teachers, specialists, school staff, the parent/guardian, and the student (when appropriate) reviews relevant data to determine if a student qualifies for a Section 504 Plan.
Data may include:
- Medical diagnoses or medical reports
- Student work samples
- Student attendance records
- Behavior records
The team determines if the student has a physical or mental impairment that substantially limits one or more major life activities, such as learning, concentrating, or participating in school.
Eligibility is based on whether the impairment limits the student’s access to curriculum and school experiences compared to non-disabled peers. If so, the team will develop a plan with appropriate accommodations to support equitable access to learning and school activities.
