Substance Use Prevention & Intervention Services

Supporting Student Health, Safety, and Success

The Panama-Buena Vista Union School District is committed to creating a safe, healthy learning environment by proactively addressing substance use through prevention, early identification, and restorative support. Our approach prioritizes education and wellness over punishment and is grounded in evidence-based practices that promote equity and positive outcomes for all students.

Prevention & Early Intervention: What We Do

Our district provides a multi-tiered system of support that includes:

  • SBIRT (Screening, Brief Intervention, and Referral to Treatment):
School nurses have been trained to conduct SBIRT in elementary and junior high settings to identify students at risk for substance use early and provide timely support or referrals.

  • Restorative & Educational Interventions:
Rather than focusing on punitive consequences, we guide students through learning opportunities that promote healthy decision-making, self-awareness, and personal responsibility.

  • Substance Use Counseling Services at Jr. High Sites:
A certified Substance Use Specialist from New Vision Recovery, Inc. supports all junior high campuses. This part-time role helps ensure that students with substance use needs receive individualized counseling and follow-up support.

What Parents Should Know

Why This Matters
Even at a young age, children are exposed to conversations or environments where substance use may be present in their lives through various risks such as online/ social media risks. Early education and prevention are key to reducing risk and building protective factors.

How Parents Can Partner with Us

  • Talk early and often about the risks of substance use.

  • Stay connected with your school’s nurse or counselor if you have concerns.

  • Watch for changes in behavior, sleep, or mood that may signal distress.

  • Ask about upcoming prevention programs or family education nights.
