2026–2027 Beyond the Bell ELO-P Vendor Partnership Opportunity

VENDOR-ALIGNED CLUB AFTERSCHOOL ENRICHMENT PROGRAMMING

P-BVUSD’s Beyond the Bell Expanded Learning Program invites qualified enrichment providers to submit proposals to partner with our afterschool program during the 2026–2027 school year.
Partnership submission windows are listed below:

Semester 1
May 13–June 17, 2026
Selected vendors for first-semester programming will be vetted through the district process, with consulting agreements planned for submission to the Board at the August board meeting.

Semester 2
September 9–October 14, 2026


The Expanded Learning Opportunities Program, or ELO-P, provides funding for afterschool and summer enrichment programs for transitional kindergarten through sixth-grade students. The California Department of Education describes expanded learning programs as an integral part of young people’s education, engaging students in year-round learning opportunities that prepare them for college, career, and life.
We are seeking vendor partners who can provide engaging, hands-on, inclusive, and developmentally appropriate enrichment experiences that complement the regular school day without replicating it. Programs should support student engagement, enrichment, skill-building, belonging, leadership, healthy choices, and access for all students.

About Club Days

Club Days are part of our Beyond the Bell afterschool enrichment model. Selected vendors will provide structured enrichment programming during designated club rotations at participating school sites.
Vendor-led clubs should be designed as 8-week enrichment experiences, with each session lasting 90 minutes per week. Each club proposal should include:
 

  • A clearly defined outcome that identifies the student-centered skill or community-facing experience participants will gain
  • Weekly session plans or outlines
  • Hands-on learning activities
  • Materials, supplies, equipment, and personnel needed for successful implementation
  • Opportunities for student voice, choice, collaboration, and skill development
  • A culminating event, showcase, performance, product, or family/community-facing experience


Examples of strong club models may include science exploration, cooking and nutrition, visual or performing arts, STEM, robotics, outdoor learning, movement, leadership, media production, cultural enrichment, career exploration, or other high-interest experiences aligned with expanded learning goals.
A strong 8-week model should show progression over time. For example, an enrichment unit might begin with safety and orientation, build content-specific skills through weekly hands-on activities, incorporate student feedback, and end with a culminating event where students apply what they have learned in a school or community-facing experience.
