About our Preschool
Our California State Preschool Program (CSPP) is open to families that qualify, free of charge. This program is funded by the California Department of Education and participants must meet the eligibility requirements as set forth by the California Department of Education.
Beginning Preschool is an exciting milestone for you and your child. We are honored to be a part of this important chapter in their educational journey and look forward to supporting your family every step of the way. Preschool is a bridge for Kindergarten, preparing students in a 3-hour program before they begin their full-day experience with Kindergarten.
Students must live within the Panama-Buena Vista Union School District. Click here to see if you live within the district’s boundaries by typing in your address.
Our State Preschools are located at two school sites (Miller Elementary and Seibert Elementary), with two classes at each location. Both locations offer 3-hour sessions, 8am-11am and 12pm-3pm. Families will choose which session/location they would prefer, but it is not guaranteed.
Eligibility
Preschool age requirements
Age 3 by Dec. 2nd (Birthday Dec. 2, 2021 - Dec. 1, 2022)
Age 4 by Dec. 2nd (Birthday Dec. 2, 2020 - Dec. 1, 2021)
*Students must be fully potty trained by the first day of school. No diapers or pull-ups are permitted.
Full Day Grades, contact you local school:
TK (Transitional Kindergarten) - Age 4 by September 1st
Kindergarten - Age 5 by September 1st
1st grade - Age 6 by September 1
Eligibility Guidelines
Placement is granted by enrollment priority, established by the California Department of Education. Priority is given as follows:
1- CPS (Child Protective Services) or at-risk children (3 and 4 yrs)
2- Children with Individual Education Plan (IEP) that are income eligible (3 and 4 yrs)
3- Income eligible 4-year olds
4- Income eligible 3-year olds
5- Eligible children with IEP, who are over the income threshold (3 and 4 yrs), not to exceed 7.5% capacity
6- Eligible children with families whose income is no more than 15% above the income threshold (3 and 4 yrs), not to exceed 15% capacity
7- Neighborhood school eligibility
Income Eligibility = at or below 100% of State Median Income (both parents combined)

1-Birth Certificate
- For ALL children under 18 years of age in household
2-Immunization Records
- Proof of Tuberculosis Risk Assessment signed and dated
- Diphtheria, Tetanus, and Pertussis (DTap, DTP, Tdap, or TD),
- 5 doses (4 if one was given on or after 4th birthday)
- Polio (OPV or IPV)
- 4 doses (3 if one was given after 4th birthday)
- Hepatitis B, 3 doses
- Measles, Mumps, and Rubella (MMR), 2 doses
- Varicella (Chickenpox), 2 doses
3-Proof of Residence - no older than 30 days
- Utility Bill (Water, PG&E)
- Rental Agreement from management company
- Escrow Papers
- County or State paperwork
*If your family is living with someone, the Declaration of Residency Under Penalty of Perjury will be provided to you to fill out
*If your family does not have a permanent residence, the Self-Identification of Homelessness Form will be provided to you to fill out
4-Pay stubs (last 30 days of employment) for all in household
5-Enrolling parent government ID (driver’s license, ID, or passport)
6-Any Court documents related to your child
7-Current Physicians Report (Physical)

Directions -
After you have completed your online registration, you will be provided a calendar link to select a date in May for you to complete in-person registration at the Extended Learning Office located at 4250 Schirra Court. Only choose (1) available appointment.
To facilitate the creation of class lists for the 2025-2026 school year, we will halt the acceptance of applications after June 20th. All remaining students will stay on a waitlist should spots become open. If all waitlist applicants are placed, the application process will reopen.
Registration does not guarantee enrollment.
